[Hess-ap] HESS future

Dear all, following up on iterations concerning an extension of HESS beyond 2022 in the end of last year we ought to move on. Since many of the aspects go beyond a single department we suggest a discussion among all working group conveners. I aim for a focused meeting and stick to one hour. Beyond preparations that are discussed in the individual departments, we want to discuss options for modifications of our HESS collaboration procedures for the period until 2024/2025. While any changes would eventually be discussed by the CB, the group of conveners is the body that organizes the actual work and is best aware of options for improvements.
