I cc Gerd (who will be interim chair of the new OC until the OC will elect
a chair in Obergurgl) for information.
last fall I participated again in the xmm review. In the meeting of panel
chairs we recommended the Multi-Year Heritage Programme of XMM for
continuation.
Based on the discussions among the XMM panel chairs, I thought that we may
consider this in HESS as well.
The XMM plan for Multi-Year Heritage Programms has now been approved and
has been announced (see below).
I wonder whether we should consider a proposal to study, e.g., the X-ray
properties of the Galactic TeV sources. This would combine the efforts of
the entire Galactic science in HESS. We should be clear that a proposal
would be a significant amount of work (last round's proposals were VERY
GOOD) but I think we would now have a good chance (with the published
HGPS out, etc.)
An obvious option would be to propose this effectively by HESS (Co-Is
would have to be individual HESS members). Please feel free to consider,
to comment, to discuss in your groups. I suggest we discuss this briefly
on Feb 25/26. In case we wanted to go this way, we ought to prepare the
LOI
mentioned in the announcement at that mtg.

Letter of Intent for Multi-Year Heritage Programmes
In the next call for XMM-Newton proposals (20th Announcement of
Opportunity) a "Multi-Year Heritage Programme" will be offered for
the second time.
This programme seeks scientific visionary projects which require at
least 2 Ms of observing time. A total of 6 Ms of observing time,
spread over three years, is planned to be made available for this
programme.
In order to organise the evaluation of "Multi-Year Heritage
Programme" proposals, interested scientists are strongly urged to
send an e-mail as letter of intent to the XMM-Newton Project
Scientist (Norbert.Schartel + esa.int ) before 6 March 2020.
The e-mail should contain a draft title, a short (up to three
sentences) description of the respective scientific area and an
estimate of the required observing time.
Anticipated timeline for next XMM-Newton Announcement of
Opportunity: AO-20
The planned key milestones for the Twentieth XMM-Newton
"Announcement of Opportunity" have been established. Within this
AO-20 a new call to submit proposals for observations to be
performed with the XMM-Newton observatory will be issued.
To be prepared for this, please find below the anticipated timeline:

XMM-Newton team is collecting information about the completion of
doctorates and Ph.D. theses based on (or making use of) XMM-Newton
observations.
