[Hess-ap] ICRC abstract submission + registration

Dear Jacco, dear all, Following up on the discussion during the last call: I can confirm that the abstract submission to the ICRC in only possibly after (a somewhat tedious) registration process. This needs to be taken into account especially for those people who may need the approval of their institute/supervisor/etc. before being able to register. The payment of the registration fees can be done at a later date.
